If anyone has an ear
This section concludes with a cautionary message: “If anyone has an ear, he should listen: If anyone is destined for captivity, into captivity he goes. If anyone is to be killed with a sword, with a sword he will be killed. Here is the endurance and the faith of the saints” (vv. 9-10). The beginning of this message echoes similar words Jesus used to underscore the importance of what’s being said. For example, He closes the Sermon on the Mount with, “Therefore, everyone who hears these words of mine …” (Matt. 7:24). He concludes the parable of the sower with the words, “Anyone who has ears should listen” (Matt. 13:9). And He uses the same phrase after explaining the parable of the wheat and tares (Matt. 13:43). And, of course, Jesus ends each of his letters to the seven churches in Asia Minor with the words, “Anyone who has an ear should listen to what the Spirit says to the churches.”
It appears there are complementary lessons in these words. First, the Holy Spirit through John is encouraging persecuted saints to persevere, even to the point of death. They already have been assured that God ultimately will vindicate them and reward them in heaven (see, for example, Matt. 5:10-12; Rev. 2:10; 6:9-11). Second, the Lord is reminding the persecuted saints – and perhaps even their persecutors – that He will judge the wicked. The complaint that the wicked prosper and go unpunished is common throughout scripture; many Psalms of David are deep laments, for example. God, however, reminds us that evil is not forever and the wicked do not “get away with it.”

God’s sovereignty and human freedom
The sovereignty of God and the freedom of human beings are two seemingly irreconcilable biblical truths. Just as Satan acts freely to empower a beast who acts freely, those who worship these evil beings act freely as well. They make choices for which they are held accountable, and unbelievers will join Satan, the beast and the false prophet in the lake of fire. At the same time, their deeds are known to God and always have been known by Him, just as the willful acts of believers always have been in God’s view.
While some argue that God merely foresees the faith of the righteous and the rebellion of the unrighteous, and others contend that God has determined all things (without becoming the Author of sin or the Creator of a fixed game), it appears the ways of God are beyond human understanding. If God can allow Satan and his minions to slaughter countless Christians for no other reason than their staunch faith in His Son, and through these sinful acts enable believers to conquer the dragon by the blood of the Lamb and the word of their testimony, can He not also allow unbelievers to worship a false Messiah and vindicate Himself in their judgment?
We do God a disservice when we accuse Him either of dispassionate sovereignty or spineless foreknowledge. He is sovereign. He knows all things. He has all power and authority. And in the midst of this mind-boggling transcendence, He created people in His image and entrusted them with the ability to make choices for which they are held responsible. Though the beast-worshiping unbelievers of Revelation 13 are excluded from the Lamb’s book of life, they would never have signed their names anyway – even if the Son of God opened the pages Himself and offered them a pen.

Take note of the sinister will of Satan and the permissive will of God. The dragon gives the beast his power, authority and throne (v. 2). The beast’s fatal would is healed (v. 3a.). The whole earth is amazed and follows the beast (v. 3b). They worship the dragon … and worship the beast (v. 4). A mouth is given to the beast to speak boasts and blasphemies, and he is given authority to act for 42 months (v. 5).
So far, the emphasis is on the work of Satan, manipulating the beast. But things begin to turn in verse 7, where it becomes clear that God permits the evil to take place. The beast is permitted to wage war against the saints and to conquer them. He is given authority over every tribe, people, language and nation (v. 7). All those who live on the earth will worship him, everyone whose name is not written from the foundation of the world in the book of life of the Lamb who is slaughtered (v. 8).

A mouth was given to him
The dragon, who has given the beast his power, authority and throne, also endows him with great rhetorical skills and he uses them to blaspheme God, His name, and His dwelling.
In the Old Testament, the root meaning of the word “blasphemy” is an act of effrontery in which a person insults the honor of God and for which he or she may be put to death by stoning (see Lev. 24:10-23; 1 Kings 21:9ff). In the New Testament, the meaning is extended to include God’s representatives. For example, Jews from the Freedman’s Synagogue accuse Stephen of “speaking blasphemous words against Moses and God” (Acts 6:11).

Rev. 13:1 – And I saw a beast coming up out of the sea. He had 10 horns and seven heads. On his horns were 10 diadems, and on his heads were blasphemous names. 2The beast I saw was like a leopard, his feet were like a bear’s, and his mouth was like a lion’s mouth. The dragon gave him his power, his throne, and great authority. 3One of his heads appeared to be fatally wounded, but his fatal wound was healed. The whole earth was amazed and followed the beast. 4They worshiped the dragon because he gave authority to the beast. And they worshiped the beast, saying, “Who is like the beast? Who is able to wage war against him?”

We are introduced to the first of two beasts in this passage: the beast from the sea. In verses 11-18 we will meet the beast from the earth. The dragon empowers both beasts; this is explicitly stated of the first beast and implied with respect to the second. The first beast is described in similar terms as the dragon, with 10 horns and seven heads, although unlike the dragon the beast wears his crowns on his horns and displays blasphemous names on his heads. He is likened to a leopard, a bear and a lion – ferocious and terrifying animals. The dragon gives him his power, his throne, and great authority to act for 42 months. He also grants the beast a mouth to speak haughty and blasphemous words.
The beast miraculously recovers from an apparently fatal head wound, causing the “whole earth” to worship him, perhaps out of fear rather than love, for they declare, “Who is like the beast? Who is able to wage war against him?” The dragon empowers (and the Lord permits) the beast to wage war successfully against the saints and to gain authority over all people. Those faithful to Christ suffer persecution and death, while unbelievers – “everyone whose name was not written from the foundation of the world in the book of life of the Lamb who was slaughtered” – survive only by worshiping the beast.
Who is this beast? Are we to take his description literally? Why does the dragon empower the beast rather than rule the earth himself? What is the apparently fatal head wound the beast receives? And how does he recover? When do these terrible 42 months take place? Finally, do verses 8-10 teach hard determinism, or even fatalism?
