Rev. 13:11 – Then I saw another beast coming up out of the earth; he had two horns like a lamb, but he sounded like a dragon. 12 He exercises all the authority of the first beast on his behalf and compels the earth and those who live on it to worship the first beast, whose fatal wound was healed. 13 He also performs great signs, even causing fire to come down from heaven to earth in front of people. 14 He deceives those who live on the earth because of the signs that he is permitted to perform on behalf of the beast, telling those who live on the earth to make an image of the beast who had the sword wound and yet lived. 15 He was permitted to give a spirit to the image of the beast, so that the image of the beast could both speak and cause whoever would not worship the image of the beast to be killed. 16 And he requires everyone – small and great, rich and poor, free and slave – to be given a mark on his right hand or on his forehead, 17 so that no one can buy or sell unless he has the mark: the beast’s name or the number of his name. 18 Here is wisdom: The one who has understanding must calculate the number of the beast, because it is the number of a man. A second beast
We are introduced to the second of two beasts in this passage: the beast from the earth. We have met the beast from the sea in verses 1-10. The dragon empowers both beasts; this is explicitly stated of the first beast and implied with respect to the second, which has two horns like a lamb but speaks like a dragon. He is endowed with great authority and power, compelling people to worship the first beast and deceiving them with miraculous signs. He even gives life to an image of the first beast and causes those who refuse to worship the image to be killed. Finally, he restricts commerce so that only those who take a mark on their right hands or foreheads, indicating their allegiance to the Antichrist, may buy and sell.
Who is this beast from the land? Is he a person, or perhaps an institution? Why does he compel people to worship the first beast rather than himself? Does he really make a statue come alive? Is the mark of the beast a visible sign, or should we interpret this figuratively? And is there any way of knowing what 666 – the number of the Antichrist – really means?
Rev. 13:7 – And he was permitted to wage war against the saints and to conquer them. He was also given authority over every tribe, people, language, and nation.
Take note of the sinister will of Satan and the permissive will of God. The dragon gives the beast his power, authority and throne (v. 2). The beast’s fatal would is healed (v. 3a.). The whole earth is amazed and follows the beast (v. 3b). They worship the dragon … and worship the beast (v. 4). A mouth is given to the beast to speak boasts and blasphemies, and he is given authority to act for 42 months (v. 5).
So far, the emphasis is on the work of Satan, manipulating the beast. But things begin to turn in verse 7, where it becomes clear that God permits the evil to take place. The beast is permitted to wage war against the saints and to conquer them. He is given authority over every tribe, people, language and nation (v. 7). All those who live on the earth will worship him, everyone whose name is not written from the foundation of the world in the book of life of the Lamb who is slaughtered (v. 8).

One of his heads appeared to be fatally wounded
John writes of the beast, “One of his heads appeared to be fatally wounded, but his fatal wound was healed. The whole earth was amazed and followed the beast” (v. 3). Commentators offer numerous explanations as to who or what the “head” is and the nature of the deadly wound. Here are two widely accepted possibilities:
Some see the deadly wound as the destruction of the “pagan” Roman Empire by the “Christian” Roman Empire, thus making this a prophecy now fulfilled in history. The “healing” of the pagan empire would either be the emergence of a corrupt form of Christianity in the papal church or the actual revival of the Roman Empire in the last days.
Others view this passage as a yet-future event in which the Antichrist receives an apparently fatal wound that Satan miraculously heals. It does not appear that Satan has the power to raise the dead – although God could permit it – but he may very well be granted the power to heal a serious wound. “The important point is that the final world ruler comes into power obviously supported by a supernatural and miraculous deliverance by Satan himself” (J.F. Walvoord and R.B. Zuck, The Bible Knowledge Commentary: An Exposition of the Scriptures, Rev. 13:3).

The first beast is described in similar terms as the dragon, with 10 horns and seven heads, although unlike the dragon the beast wears his crowns on his horns and displays blasphemous names on his heads. He is likened to a leopard, a bear and a lion – ferocious and terrifying animals. The dragon gives him his power, his throne, and great authority to act for 42 months. He also grants the beast a mouth to speak haughty and blasphemous words.
The beast miraculously recovers from an apparently fatal head wound, causing the “whole earth” to worship him, perhaps out of fear rather than love, for they declare, “Who is like the beast? Who is able to wage war against him?” The dragon empowers (and the Lord permits) the beast to wage war successfully against the saints and to gain authority over all people. Those faithful to Christ suffer persecution and death, while unbelievers – “everyone whose name was not written from the foundation of the world in the book of life of the Lamb who was slaughtered” – survive only by worshiping the beast.
Who is this beast? Are we to take his description literally? Why does the dragon empower the beast rather than rule the earth himself? What is the apparently fatal head wound the beast receives? And how does he recover? When do these terrible 42 months take place? Finally, do verses 8-10 teach hard determinism, or even fatalism?
